Measuring outcomes, let alone using outcomes for reimbursement, is still hardly done in maternity care. While outcome-based maternity care actually offers many opportunities to deliver the most appropriate care to pregnant women and to achieve further quality improvement. Annature Geboortezorg is an integrated maternity care organization that wants to provide the best care for mother and child, based on the vision that through integrated organization and outcome-based maternity care overarching quality gains can be realized. Annature is ready to take the step toward outcome-based reimbursement; it already uses bundled payments, it works in an integrated electronic medical record, according to integral care pathways, and clinical and patient-reported outcomes and experiences are currently available. This project aims to develop a model for outcome-based organization and reimbursement of maternity care. We want to design this model in Annature Geboortezorg on the basis of two interventions for which we make a contracting agreement for outcome-based payment with CZ. These two interventions were developed, analyzed and evaluated with an expert panel using action research in the course of this project.
