Thème central: étudier le rôle que jouent les acteurs informels (et les réseaux créés autour d'eux) pour l'élaboration et la mise en oeuvre de la politique extérieure suisse envers l'Union Européenne et les pays de l'Europe centrale et orientale. Brève description: dans le cadre de cette recherche sur les aspects informels de la politique européenne de notre pays, les acteurs et réseaux qu'il nous paraît pertinent d'étudier sont: les acteurs socio-économiques et les groupes de pression; les acteurs politiques et régionaux; les groupes de pression politique; les associations d'étrangers en Suisse et les ONG suisses; les élites de l'Est formées en Suisse; l'opinion publique suisse. En analysant le rôle des acteurs et réseaux informels précités, nous visons à mettre en lumière une nouvelle dimension de la politique européenne de la Suisse et à mieux comprendre (et faire comprendre) un aspect plutôt inexploré jusqu'ici de cette politique. Champ de la recherche: la dimension intérieure de la politique extérieure suisse à travers le rôle des acteurs informels. A cette fin, la recherche s'est basée sur une enquête auprès de deux grandes catégories d'acteurs: 1) d'une part, les acteurs informels proprement dits, c'est-à-dire les acteurs non étatiques et les représentants de la société civile au sens large du terme (organisations socioprofessionnelles faîtières et sectorielles, grandes firmes, clubs parlementaires, leaders d'opinion, élites intermédiaires, représentants des régions, groupes de pression politique). L'ensemble constitue l'échantillon principal dont l'effectif se monte à 232 réponses; 2) d'autre part, les autorités fédérales et cantonales, ainsi que certaines représentations diplomatiques du pays. L'interrogation des acteurs officiels sur l'importance du rôle qu'ils attribuent aux acteurs informels avait pour but d'éliminer ou de relativiser certains jugements complaisants ou biaisés émis par ces derniers.

Main topic: to study the role of informal actors (and the networks created around them) for the development and implementation of Swiss foreign policy towards the European Union and the countries of Central and Eastern Europe . Brief description: within the framework of this study on the informal aspects of the European policy of our country, the actors and networks that we consider relevant to study are: socio-economic actors and lobbies; political and regional actors; political lobbies; associations of foreigners in Switzerland and Swiss NGOs; Eastern European elites trained in Switzerland; Swiss public opinion. By analyzing the role of the aforementioned informal actors and networks, we aim to highlight a new dimension of Switzerland's European policy and to better understand (and make understand) a rather unexplored aspect of this policy. Field of research: the internal dimension of Swiss foreign policy through the role of informal actors. To this end, the research was based on a survey of two major categories of actors: 1) on the one hand, the informal actors themselves, i.e. the non-state actors and the representatives of the civil society in the broad sense of the term (umbrella and sectoral socio-professional organizations, large firms, parliamentary clubs, opinion leaders, intermediate elites, representatives of regions, political lobbies). These actors make up the main sample with a total of 232 responses; 2) the federal and cantonal authorities, as well as certain diplomatic representations of the country. The questioning of the official actors on the importance of the role that they attribute to the informal actors was intended to eliminate or put into perspective some of the complacent or biased judgments issued by the latter.
