This report assesses the effectiveness of an atmospheric monitoring network in tracking emission changes over time, with a primary focus on Paris. The objective is to understand the network's capabilities and limitations, emphasizing its role in supporting the city's strive to reduce carbon emissions. Reducing cities' contributions is crucial in achieving climate neutrality at the national scale. Therefore, reliable information on cities' emission trends is needed to implement effective climate policies.
